Prior to DrKumo, Mr. Phung was the Director of Information Technology of Los Angeles County where he managed an IT Department of 260 staff members that supports an organization of 14,000 people at multiple locations and overseeing the entire technology infrastructure and decision making; managed a data center and network infrastructure assets in support of enterprise business applications (HIT) Health Information Technology systems that meet the security scrutiny from HIPAA and Federal standards for the Medical and Educational Entities; developed IT Policies and standardized IT procedures and protocols that exceeds the California State Audit Standards.


The Honorable David J. Shulkin, a board-certified internist and a fellow of the American College of Physicians, is a prominent figure in American healthcare. He served as the 9th Secretary of Veterans Affairs (VA) and was the VA’s Under Secretary for Health, managing the largest integrated health care system in the U.S.
Dr. Shulkin held chief executive roles at Morristown Medical Center and Beth Israel Medical Center, and leadership positions at University of Pennsylvania Health System and Temple University Hospital. Acknowledged as one of the “50 Most Influential Physician Executives” by Modern Healthcare, he also features among the “One Hundred Most Influential People in American Healthcare”.


Mr. Boullon has been with Argus Medical Management since its inception in 1995, serving in various leadership roles including Acting Administrator, COO, and CEO. His background includes working in healthcare finance at several hospitals in Los Angeles and Orange County. Mr. Boullon has also taught healthcare finance at universities in Southern California and served as President of the HealthCare Financial Management Association of Southern California. He holds degrees from UCLA and U.C. Irvine.
